fix skill-change so it would use insert_sorted

This is needed because the skills vector is actually sorted. Adding skill with id<last one would mess things up very badly.

The notes script is unfinished, but that's the last thing to do - since
everything else is obsolete, ported, or the subject of a github issue to
make a replacement.

A port/update. May not have great argument handling, and there's a few

and prevents (highly) misleading feedback of "done" regardless of action

Correct list index error which skipped export of detailed map. Allow
region-maps-only export to start from detailed maps viewscreen. More
informative error message. Closes #445.,
