Expand fixTexts.sh
...
* Fall back to `rst2html.py` (the default location "setup.py" installs to)
if `rst2html` is not available
* Warn if the installed docutils version is below 0.12, to avoid extraneous
CSS changes between docutils versions
* Add a status message for updated files
* Update HTML files
